The Resources Committee considered CS FOR HOUSE BILL NO.                       
448(RES) "An Act relating to waste and use of salmon and parts of              
salmon; relating to permits for and operation of a salmon hatchery;            
and providing for an effective date" and recommended it be replaced

It is the intent of the Legislature that regulations                          
adopted by the Department of Fish and Game                                     
implementing this legislation set out standards which                          
must be met before a permit is issued for roe                                  
harvest as authorized by SCS CSHB 448(RES).                                    
These  standards  shall include assurances that there

are no other feasible options for utilization of                              
salmon prior to the issuance of a permit for                                   
harvesting roe.                                                                
                                                                               
It is also the intent of the Legislature that hatchery                        
operators explore all options for utilizing the                                
maximum amount of the carcasses of all returning                               
fish.                                                                          
                                                                               
Previous House zero fiscal note applies to the Senate Committee
